MANILA — The Philippines and Abu Dhabi National Oil Company (ADNOC) are in preliminary discussions over a strategic petroleum reserves partnership intended to bolster the country's energy security, according to Senate Energy Committee Chairperson Sen. Erwin Tulfo.
Tulfo disclosed that he conducted an on-site observation and consultation at ADNOC headquarters as part of exploratory talks on the proposed arrangement. The initiative aims to reduce the Philippines' exposure to potential disruptions in global petroleum supplies, a growing concern for import-dependent Asian economies.
Strategic petroleum reserves serve as a buffer mechanism, allowing countries to access stored oil supplies during emergencies or supply shortages. The partnership would position the Philippines to draw on reserve supplies maintained or coordinated through ADNOC, one of the world's leading energy producers.
Details regarding the scale, duration, and financial terms of the potential agreement remain undisclosed. The talks come as energy security has become an increasingly critical policy priority across Southeast Asia amid geopolitical tensions and volatile international oil markets.
No timeline for finalizing negotiations or next steps has been announced by either party.
