MANILA — The Philippines is rolling out a new unified identification system designed to combat fraud in disability benefits while improving access for qualifying cardholders. The Unified Persons with Disabilities ID System (UPWDIS) will feature QR code technology linked to a centralized national database, according to the National Council on Disability Affairs (NCDA).
The digital verification mechanism aims to eliminate duplicate and counterfeit identifications that have long plagued the disability benefits program. By scanning QR codes on physical ID cards, authorized personnel can instantly access verified information from the central database to confirm a holder's eligibility.
The NCDA said the system will significantly reduce processing times for PWDs seeking to claim government benefits and services. By moving away from paper-based verification methods to a digitized platform, the agency expects to streamline administrative procedures and reduce errors in benefit distribution.
The new system represents a shift toward technology-driven solutions for managing social services in the Philippines. Officials indicated that the centralized database will help prevent individuals from fraudulently obtaining multiple PWD cards or claiming benefits they are not entitled to receive.
