Philippines targets Metro Manila as regional IC design hub under Pax Silica

The Board of Investments revealed Monday that Metro Manila could become home to a major integrated circuit design hub under the Pax Silica framework, a regional initiative focused on semiconductor development. Trade Undersecretary Ceferino Rodolfo, who heads the BOI, disclosed the proposal during the Department of Trade and Industry's budget briefing when questioned by Akbayan Representative Perci Cendaña.
The Pax Silica initiative represents a broader effort to strengthen semiconductor capabilities across South and Southeast Asia. By establishing a dedicated IC design hub in the Philippine capital, the government aims to attract investments, create high-skilled jobs, and build indigenous technological capacity in the sector.
