The Philippine Department of Transportation announced Friday that it will open bidding for a P103.6-billion concession to operate the Metro Rail Transit Line 3, the country's second-busiest rail network serving millions of Metro Manila commuters daily.
Transportation Secretary Giovanni Lopez said the privatization initiative aims to improve service efficiency and maintenance standards on the critical transit corridor that connects central Manila to the southern suburbs. The DOTr will maintain regulatory oversight of the system, including authority to set passenger fares.
The move represents a significant shift in the government's approach to managing the aging MRT-3 line, which has long struggled with reliability issues and maintenance backlogs. By transferring operational control to private bidders, the DOTr seeks to leverage private sector expertise and capital investment to enhance service quality.
The concession structure will allow the winning operator to generate revenue through fares and ancillary services while meeting service standards set by the transport regulator. The bidding process is expected to attract both local and international transit operators seeking to expand their footprint in Southeast Asia's growing urban rail market.
Details regarding bidding timelines, technical specifications, and contract terms are expected to be released in coming weeks as the DOTr finalizes the concession framework.
