KUANTAN, Oct 1 — Datuk Noor Hisam Nordin, director of the Bukit Aman Crime Prevention and Community Safety Department (JPJKK), has topped the list of this year's Pahang state awards recipients, honouring his contributions to law enforcement and community protection efforts.
