Posco returns to Odisha through JSW partnership after flagship FDI project stalls
South Korea's Posco is making a fresh push into Odisha through a joint venture with JSW, pivoting away from its failed standalone investment that was once billed as India's largest foreign direct investment.

Posco's ambitious plan to establish a massive integrated steel plant in Odisha, which had been touted as India's biggest foreign direct investment at the time, ultimately fell through after years of delays and regulatory hurdles. The project, which faced environmental clearances and land acquisition challenges, never materialized despite significant initial commitments and fanfare surrounding the South Korean steelmaker's entry into India's steel sector.
Undeterred by the setback, Posco has charted a different course to establish its presence in the resource-rich eastern state. The company is now partnering with JSW Steel, one of India's leading steel producers, through a joint venture structure that sidesteps the complexities that derailed its earlier standalone venture.
The partnership reflects a broader trend among global manufacturers seeking to enter or expand operations in India through collaboration with established domestic players rather than pursuing greenfield projects independently. By leveraging JSW's existing infrastructure, regulatory relationships, and operational expertise in Odisha, Posco can establish its footprint more efficiently while mitigating the risks that plagued its previous attempt.
The move underscores the challenges foreign investors face in navigating India's environmental approvals, land policies, and local stakeholder negotiations. However, it also demonstrates the enduring strategic interest major global steelmakers maintain in accessing India's growing demand and domestic raw material advantages, even when initial plans require substantial recalibration.
