MANILA — Progressive lawmakers and advocacy groups have petitioned the House of Representatives to launch a formal investigation into disputed issues surrounding a plebiscite conducted by South Cotabato II Electric Cooperative Inc. (Socoteco II). The groups have raised concerns about the voting process related to the cooperative's proposed joint venture agreement with Ignite Power and Energy Holdings Inc.
The call for inquiry centers on allegations that the plebiscite, which sought member approval for the joint venture, was marred by procedural irregularities and transparency issues. Advocates argue that members of the cooperative may not have received adequate information to make an informed decision on the agreement.
Socoteco II, which provides electricity services to communities in South Cotabato, has positioned the joint venture as a strategic partnership aimed at improving service delivery and infrastructure development. However, the contested plebiscite has drawn scrutiny from civil society organizations concerned about cooperative governance standards and member protection.
The House investigation, if approved, would examine the conduct of the voting process, the information disseminated to members, and compliance with the cooperative's bylaws and relevant regulations governing such transactions. The outcome could have significant implications for the validity of the agreement and the cooperative's future direction.
