Public works oversight portal set to launch by early 2027

BAGUIO CITY — A digital accountability system called "Integrity Chain" that would give civil society organizations real-time visibility into government infrastructure projects is on track for deployment by year-end or the first quarter of 2027, according to its developers.
The portal is intended to allow public scrutiny of public works initiatives and serve as an early warning mechanism against anomalies similar to those found in several large-scale flood control projects currently under legal challenge.
Developers presented details of the monitoring platform at a gathering in Baguio City on Wednesday, highlighting its potential to enhance governance transparency in the Department of Public Works and Highways sector. The system would enable citizens and watchdog groups to track project implementation, timelines, and fund allocation in real time.
Officials emphasized that the initiative responds to documented cases of irregularities in multibillion-peso infrastructure contracts. By providing public access to project data, the platform aims to create stronger accountability mechanisms and deter misconduct before projects reach completion.
The rollout timeline suggests the system could be operational within the next several months, pending final technical development and testing phases.
