CALAPAN CITY, Oriental Mindoro — Growing numbers of local officials, business leaders and residents are challenging Puerto Galera's newly enacted Environmental User's Fee, arguing the P50 charge on Mindoro visitors lacks sufficient justification and threatens the municipality's tourism sector.
Municipal Ordinance No. 2025-030, formally titled the Revised Puerto Galera Environmental User's Fee System Ordinance, was approved in December despite limited public dialogue, according to opponents. Critics contend the measure was implemented without adequately consulting affected communities, particularly those who depend on tourism for their livelihoods.
Questions about the fee's fairness have also mounted, with stakeholders questioning why Mindoro residents face distinct treatment compared to other visitors. Local figures have raised concerns about the ordinance's potential to discourage tourism to the popular destination, particularly among domestic travelers from the broader region.
