Pune intensifies push for stricter noise controls during festival season

Pune is witnessing renewed calls for stricter enforcement of noise pollution controls, with environmental groups and residents pushing for a comprehensive ban on DJs and public address systems during festival celebrations. The push comes amid complaints that the city's acoustic environment deteriorates significantly during Ganeshotsav, the 10-day festival celebrating Lord Ganesha, when noise levels regularly exceed permissible limits.

Existing noise pollution rules in India set limits of 55 decibels during daytime and 45 decibels at night in residential areas. However, activists allege that these regulations remain largely unenforced during major festivals, particularly when religious and cultural events draw large gatherings. Monitoring mechanisms and penalties have failed to deter widespread violations, they contend.

During Ganeshotsav celebrations, noise levels in Pune's residential neighborhoods frequently spike beyond 80 decibels, according to reports from citizen monitors and environmental organizations. The prolonged exposure has raised health concerns, including disrupted sleep patterns and increased stress among residents. Musicians and pandal organizers often operate equipment late into the night, circumventing established quiet hours.

The Maharashtra government and city authorities have announced measures to address the issue, including deploying monitoring teams and issuing notices to violators. However, activists argue these steps remain insufficient without strict implementation and substantial penalties. Some proposals have suggested designated noise zones and time restrictions for amplified events during festivals.

The debate reflects broader challenges in balancing cultural and religious freedoms with public health and environmental protection in India's urban centers. Pune's experience highlights the need for coordinated enforcement strategies involving civic bodies, police, and community participation to effectively manage noise pollution during peak festive periods.
