Experts have cautioned that Malaysia's law enforcement agencies cannot rely solely on prosecuting individual scammers to curb the nation's fraud crisis, calling instead for a comprehensive strategy targeting the infrastructure supporting organised crime networks.

Security specialists emphasised that authorities must simultaneously address multiple vulnerabilities: stemming illicit financial flows through banking channels, identifying and patching technological loopholes that enable fraud operations, and pursuing the masterminds orchestrating large-scale scam syndicates.

"Punitive measures against individual fraudsters, while necessary, do not address the root causes enabling these operations to flourish," the experts noted. They highlighted that criminal networks often leverage gaps in digital security systems and exploit regulatory blind spots in cross-border money transfers to sustain their activities.

The assessment comes as Malaysia grapples with a surge in scam cases, with financial losses reaching substantial levels. Authorities have intensified enforcement actions, but experts contend that a multi-pronged approach involving financial institutions, technology firms, and regional cooperation is essential to dismantle organised fraud networks effectively.

Policymakers have been urged to prioritise regulatory reforms alongside enforcement, particularly in monitoring suspicious money movements and establishing stronger cybersecurity protocols across payment systems.
