MANILA — Executive Secretary Ralph Recto has ordered government agencies to step up the pace of public spending and begin early procurement activities for next year's programs as the administration prepares for anticipated climate challenges. The directive was issued during a Saturday meeting with senior department heads, Recto said in a statement. The move is aimed at ensuring the country is adequately prepared for what weather experts have characterized as a potential "super" El Niño phenomenon.
