PUTRAJAYA — Malaysia's Home Ministry has issued a statement emphasising that the Refugee Registration Document (DPP) Programme confers no automatic rights to citizenship, permanent resident status, or long-term residence in Malaysia.
The ministry stressed that the registration document serves primarily as an identity and humanitarian assistance mechanism for registered refugees, allowing them access to basic services during their stay in the country. The clarification came as the ministry sought to address widespread misunderstandings about the document's legal implications and scope.
The DPP Programme has been established to manage the registration and documentation of refugees present in Malaysia, facilitating their access to essential services and humanitarian support. However, the Home Ministry emphasised that the document remains distinct from citizenship applications or permanent residency pathways.
Official channels remain the only legitimate avenue for individuals seeking Malaysian citizenship or permanent resident status. The ministry reiterated its commitment to maintaining clear distinctions between humanitarian assistance programmes and formal immigration pathways.
The statement underscores Malaysia's approach to refugee management while reinforcing existing immigration and citizenship protocols.
