SEREMBAN, Sept 9 — Rembau Undang Dato' Sedia Raja Haji Hassan bin Haji Ab. Hamid has cast doubt on the legal standing of a contested royal proclamation, asserting that ministerial approval cannot rectify underlying defects in its issuance.
