MANILA — Authorities probing a corruption case involving former congressman Zaldy Co and Department of Public Works and Highways officials say the purported structural failures in a road dike project in Oriental Mindoro present far more serious challenges than typical highway rehabilitation problems.
Unlike defects found in the Edsa rehabilitation project, which could be remedied through asphalt overlays and minor repairs, the alleged quality issues in the Oriental Mindoro dike construction run deeper into the infrastructure's foundation. Investigators indicated the problems would necessitate uprooting and replacing critical structural elements, including steel components integral to the project's integrity.
The Oriental Mindoro road dike project has become central to the graft allegations against Co and other DPWH officials. The distinction between the two cases underscores the severity of the purported construction deficiencies, with the Oriental Mindoro site requiring substantially more extensive and costly remedial work.
