Romualdez urges Ombudsman to weigh witness recantations in cases

MANILA — Romualdez argued in a supplemental counter affidavit that while the Supreme Court has historically viewed witness recantations with skepticism, the circumstances of reversals occurring at the pre-trial stage warrant distinct consideration by the Ombudsman's office.
The congressman contended that the court's general disfavor of recantations applies primarily to post-conviction scenarios or later stages of proceedings, distinguishing them from reversals that occur earlier in the legal process.
Romualdez submitted the supplemental filing as part of his defense against multiple complaints lodged with the Ombudsman, seeking to establish that the timing and nature of the witness statements should factor into the investigative body's evaluation of the evidence.
The move reflects an ongoing effort by the congressman's camp to challenge the viability of accusations against him by questioning the reliability of witness testimony that has been subject to change.
