Rural panchayats to host EV charging stations under new ministry initiative

The Ministry of Panchayati Raj has entered into a memorandum of understanding with Convergence Energy Services Limited (CESL) to develop a network of EV charging and battery swapping facilities across rural areas. The initiative aims to leverage panchayat land resources to support India's electric mobility transition while generating sustainable income for village-level governance bodies.

Under the partnership, panchayats will provide designated land for establishing charging stations and battery swapping infrastructure, positioning them as key stakeholders in the country's EV ecosystem expansion. The arrangement is designed to create recurring revenue opportunities for rural local bodies through lease or operational agreements, while addressing the critical gap in charging infrastructure outside urban centers.

The move aligns with India's broader push to accelerate electric vehicle adoption and reduce dependence on fossil fuels. By engaging panchayats as infrastructure partners, the initiative addresses the challenge of limited charging facilities in rural and semi-urban regions, which has been identified as a barrier to EV penetration in smaller towns and villages.

The partnership underscores the government's strategy to integrate grassroots institutions into national sustainability goals. Officials said the model provides panchayats with financial autonomy while supporting the transition to cleaner transportation across the country's vast rural expanse.
