Russia Lured Ukrainian Teens Into Sabotage Operations, Courts Find

Ukrainian law enforcement agencies have identified a systematic campaign to recruit teenagers into sabotage operations, with Russian handlers exploiting economic hardship and false promises of easy employment. Court records show that minors were approached with offers of lucrative "simple work" before being directed toward activities including infrastructure damage and intelligence gathering.

At least 13 juveniles, ranging from teenagers to young adults, have received prison sentences in Ukraine following convictions related to these recruitment networks. Among those convicted are five girls, highlighting how recruitment efforts targeted young people across gender lines. Prosecutors say the cases represent only those that have proceeded through the judicial system, suggesting the actual scale of attempted recruitment may be significantly higher.

Investigators believe Russian intelligence services and military-affiliated groups orchestrated the recruitment drives, taking advantage of economic pressures and limited opportunities for young Ukrainians, particularly in conflict-affected regions. The teenagers were reportedly provided with instructions via encrypted communications and offered payment incentives to carry out assignments that would destabilize Ukrainian infrastructure and institutions.

The prosecutions underscore Ukraine's vulnerability to foreign interference targeting its youth population during the ongoing conflict. Ukrainian security officials have warned that such recruitment campaigns continue, and have urged parents and educators to alert authorities to suspicious employment offers targeting minors.
