Russia withdraws from European anti-torture treaty, halts prison inspections

Russia has formally withdrawn from the European Convention for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment, effective immediately, according to official announcements from Moscow. The decision brings to an end decades of participation in the treaty framework and eliminates the mechanism through which independent monitors could conduct unannounced inspections of Russian detention facilities.

The Russian government's move represents a substantial retreat from international human rights oversight mechanisms at a time when international organizations have raised repeated concerns about prison conditions and allegations of mistreatment within the Russian penal system. The convention, established in 1987 and ratified by Russia in 1997, had previously enabled the European Committee for the Prevention of Torture to visit and inspect places of detention across signatory nations.

This withdrawal follows Russia's earlier exit from the Council of Europe in 2022, following its invasion of Ukraine. The combination of these moves effectively severs Moscow's institutional ties to major European human rights bodies and removes avenues through which independent assessments of Russian prisons could be conducted and reported internationally.

Russia has cited geopolitical tensions and what it characterizes as Western-led unfair treatment as justification for withdrawing from various international agreements and oversight mechanisms. The decision underscores deepening divisions between Russia and Western-aligned international institutions concerned with human rights protection and accountability.
