Samar's Division Into Three Provinces Marked Major Administrative Milestone
Fifty-nine years ago this month, the province of Samar was officially divided into three separate administrative units following a historic plebiscite. The division, which took effect in November 1965, reshaped the political geography of the Eastern Visayas region.

On November 9, 1965, voters in Samar approved the partition of their province into Northern Samar, Eastern Samar, and Western Samar—later renamed simply Samar—through a plebiscite that ratified Republic Act No. 4221. The measure had been signed into law on June 19, 1965, but required popular approval before implementation.
The plebiscite coincided with the general elections held in November 1965, allowing voters to decide on the administrative reorganization while casting their ballots for national and local officials. The simultaneous conduct of both exercises maximized voter participation and streamlined the electoral process.
The three resulting provinces established distinct administrative boundaries and governance structures. Today, Northern Samar, Eastern Samar, and Samar remain separate political subdivisions within the Eastern Visayas region, each with its own provincial government and local development priorities.
The division reflected broader efforts during the period to rationalize provincial administration and bring government services closer to remote communities. The reorganization of Samar stands as a significant milestone in the archipelago's post-war administrative history.
