According to the ruling, sales representations made by property developers' agents do not qualify as simple advertisements under Philippine law. Instead, these offers constitute binding commitments that developers must honor once a buyer has made good-faith payments based on those representations.
The decision establishes that buyers retain the right to demand refunds when developers breach their obligations after receiving initial installment payments. This protection applies even when the parties have not yet executed a comprehensive purchase agreement, provided that the buyer relied on the developer's representations in making their investment.
