Second Georgia deputy arrested for misusing surveillance technology in month
A second law enforcement officer from Georgia's Habersham County has been arrested for unauthorized access to license plate reader data, marking the second such incident in a month. The arrests have prompted the sheriff's office to tighten oversight of sensitive surveillance systems.

Jonathan Thomas, a deputy with the Habersham County Sheriff's Office, was dismissed from his position and arrested following an investigation into misuse of the Flock surveillance system. According to officials, Thomas accessed the license plate reader platform for personal purposes without authorization, violating department protocols governing sensitive data access.
The arrest represents the second such case within the county in as many months. In a similar incident, former deputy Christian Brewer was previously dismissed and arrested on comparable charges related to unauthorized use of the same surveillance technology.
In response to the breaches, the Habersham County Sheriff's Office announced it would implement enhanced regulatory measures to govern access to sensitive data systems. The moves come as part of a broader state-level investigation into incidents of data misuse across Georgia law enforcement agencies.
The cases highlight growing concerns about oversight of surveillance tools deployed by law enforcement. License plate readers, which capture and store vehicle registration information, have become increasingly prevalent in policing operations but remain subject to varying levels of institutional safeguards.
