Senate leaders say House need not recall 2027 budget bill

Two senior senators argued there is no requirement for the House of Representatives to recall its 2027 General Appropriations Bill following a Supreme Court ruling that struck down provisions in prior national budgets. Senate President Sherwin Gatchalian led the position that the high court's decision does not necessitate legislative action on next year's spending measure.

Senate leaders say House need not recall 2027 budget bill

MANILA — Senate leadership has dismissed calls for the House of Representatives to revisit its 2027 General Appropriations Bill in light of a recent Supreme Court decision invalidating key provisions in the 2024-2026 national budgets.

Senate President Sherwin Gatchalian, speaking for the chamber's leadership, said the court's ruling does not create an obligation for the lower chamber to recall and amend the pending budget measure. The position represents the Senate's view that the appropriations bill currently awaiting final approval can proceed without revision in response to the constitutional challenge.

The Supreme Court's October decision highlighted unconstitutional elements within the structure and provisions of the previous three-year budget framework. However, Senate leaders contended that the decision's implications do not extend to the incoming appropriations bill being prepared for 2027 implementation.

The disagreement underscores differing interpretations among lawmakers regarding how the high court's constitutional ruling should influence pending legislation. The House faces a decision on whether to move forward with its current budget proposal or undertake the time-consuming process of legislative recall and revision.

The matter comes at a critical juncture in the budget cycle, with lawmakers balancing constitutional compliance against legislative efficiency and the timeline for enacting appropriations measures.
