Senate opens 2027 budget talks to civil society in transparency push

MANILA — The Senate will invite civil society organizations to participate in bicameral conference committee discussions on the 2027 General Appropriations Bill, according to Senate finance committee chairman Jose Victor Ejercito. The move aims to enhance transparency in budget deliberations as lawmakers work through the P7.2 trillion spending proposal.

Ejercito's announcement reflects growing calls for increased public participation in the legislative budget process. By opening bicameral meetings to civil society groups, the Senate seeks to incorporate broader stakeholder input on how the government allocates public resources across various sectors and programs.

The Senate is scheduled to resume plenary sessions on November 9, when lawmakers will begin deliberating provisions of the 2027 General Appropriations Bill. The bicameral conference committee, which brings together Senate and House of Representatives members, typically reconciles differences between versions of the budget passed by each chamber before final approval.

The inclusion of civil society representatives in these traditionally closed-door proceedings marks a departure from standard legislative practice and underscores efforts to strengthen public oversight of government spending decisions.
