Seoul court orders North Korea to pay $32.5m for liaison office demolition

A Seoul court on Wednesday ordered North Korea to compensate South Korea with 44.6 billion won (approximately $32.5 million) for demolishing the joint liaison office in the border town of Kaesong in June 2020.

The ruling represents a landmark moment in inter-Korean relations, being the first court judgment in a damages lawsuit brought by South Korea against Pyongyang. The liaison office had served as a communication channel between the two countries since its establishment in 2018 during a period of diplomatic engagement.

North Korea destroyed the office following escalating tensions with the South, including the distribution of anti-Pyongyang leaflets across the border by defector groups based in South Korea. The demolition was widely seen as a symbolic and escalatory action in response to these activities.

The court's decision underscores the risks of pursuing legal remedies against a sovereign state that does not recognise foreign court jurisdiction. Enforcement of the judgment against North Korea remains highly uncertain, as Pyongyang has no assets subject to seizure within South Korean courts.
