The Mahanadi water dispute represents one of India's most contentious inter-state water-sharing conflicts, with Odisha and Chhattisgarh locked in disagreement over the river's utilisation and management for more than ten years. At the heart of the dispute lies competing demands for water resources, with the eastern states unable to reach consensus on equitable allocation and infrastructure development along the shared river system.

Odisha, where the Mahanadi originates before flowing through the state, has raised concerns over upstream water extraction and dam construction by Chhattisgarh, contending that such activities adversely affect the river's flow and agricultural interests downstream. Chhattisgarh, meanwhile, argues for its legitimate right to utilise the river's waters for irrigation and hydroelectric power generation within its territory.

The intervention by Shah, one of India's senior-most policy makers overseeing domestic affairs, signals the central government's intent to move toward resolution. Previous attempts at negotiated settlements between the states have yielded limited progress, underscoring the complexity of managing shared river resources across state boundaries.

The meeting represents a significant diplomatic moment in efforts to resolve the prolonged impasse. Inter-state water disputes remain among the most challenging governance issues in India, often requiring mediation at the highest levels of government to balance competing regional interests and constitutional provisions governing water-sharing arrangements.
