India faces a structural challenge in expanding pension coverage, with short-term savings preferences emerging as a key barrier to retirement security, according to V Anantha Nageswaran, Chief Economic Adviser to the Government of India.

While Indian households have demonstrated increasing appetite for market-based investment products, they have not yet aligned their savings patterns with the extended time horizons necessary to build adequate retirement corpus, Nageswaran noted. This mismatch between risk appetite and investment tenure creates a fundamental impediment to broadening pension scheme participation across the population.

The observation underscores a critical policy challenge as India seeks to enhance social security coverage for its workforce. The tendency toward short-duration savings instruments reflects both behavioral preferences and structural economic factors, requiring targeted interventions to shift household savings behavior toward longer-term pension commitments.

Building robust retirement savings requires sustained commitment over decades, yet many Indian savers continue to prioritize liquidity and near-term access to funds.
