Singapore MOM rolls out real-time PM2.5 guidelines for outdoor work

The Ministry of Manpower (MOM) has introduced fresh guidelines to help employers make more responsive decisions about outdoor work arrangements, taking into account real-time air quality measurements. The new protocols focus on hourly particulate matter readings—specifically PM2.5 concentrations—allowing for more granular adjustments to work schedules and conditions throughout the day.

The additional guidance works alongside MOM's established framework, which has historically relied on 24-hour Pollutant Standards Index (PSI) forecasts to determine outdoor work safety measures. By incorporating hourly PM2.5 data, employers now have access to more immediate air quality information, enabling them to respond swiftly to fluctuations in pollution levels.

The move reflects growing recognition that air quality can vary significantly within a single day, particularly during periods when haze or regional transboundary pollution affects the region. With these updated guidelines, employers in sectors reliant on outdoor operations—including construction, landscaping, and port activities—gain greater flexibility to protect worker health while maintaining operational continuity.

MOM has indicated that the guidelines provide a complementary tool to existing protocols rather than replacing them entirely. Employers are encouraged to consult both the hourly PM2.5 readings and 24-hour PSI forecasts when determining appropriate work modifications, rest periods, or the provision of respiratory protective equipment for outdoor staff.
