Singapore tightens car financing rules to close private-hire loophole

Monetary Authority of Singapore (MAS) and the Land Transport Authority (LTA) have expanded financing restrictions to cover privately owned private-hire vehicles, addressing concerns that the previous framework contained exploitable gaps.

Under the revised rules, buyers of individually owned private-hire cars—typically registered as vehicles-for-hire—will now face the same loan-to-value limits applied to private vehicles. This closes an exemption originally designed for commercial operators that some purchasers had leveraged to obtain larger loans despite having no genuine business plans.

The authorities had identified instances where buyers registered vehicles as private-hire cars to access more lenient financing terms available to commercial fleets, then failed to operate them as such. The tightening of rules aims to maintain prudent lending standards and prevent overheating in the vehicle financing market.

The extended restrictions align Singapore's approach to vehicle ownership with stricter lending oversight. Private-hire vehicle owners can still access financing, but will now operate under the same constraints as other private car purchasers, subject to debt-servicing ratios and other regulatory requirements.

The changes reflect regulators' ongoing efforts to safeguard financial stability and prevent misuse of policy exemptions intended to support legitimate commercial transportation sectors.
