Singapore to roll out full-day kindergarten programmes from 2028
The Ministry of Education will progressively introduce full-day options across all MOE kindergartens over a two-year period beginning 2028, integrating education and childcare while maintaining half-day alternatives for parents.

Singapore's Ministry of Education will expand kindergarten offerings to include full-day programmes at all MOE-run centres from 2028, marking a significant shift in early childhood education provision. The phased rollout, scheduled to conclude by 2029, aims to provide greater flexibility for working parents while strengthening the integration of education and care services.
The full-day option will operate alongside existing half-day programmes, ensuring parents retain flexibility in choosing arrangements that suit their family circumstances. This dual-track approach addresses varying childcare needs across Singapore's diverse workforce while maintaining access to quality early childhood education.
The expansion represents a strategic enhancement of MOE's kindergarten infrastructure, aligning with the government's broader objectives of supporting workforce participation and child development. Officials emphasised that the gradual implementation over two years will allow centres adequate time to prepare staffing, resources, and operational frameworks to maintain service quality throughout the transition.
Parents will have the flexibility to select either full-day or half-day programmes based on their individual requirements, with the ministry noting that both options will continue to deliver comprehensive early learning experiences for children in the kindergarten age group.
