Small savings rates exceed formula benchmark in majority of quarters

A detailed examination of small savings schemes since 2016 has uncovered a significant pattern: rates have exceeded formula-based benchmarks in 31 of the 43 quarters analysed, indicating a systematic upward deviation from the prescribed framework.

The formula-based approach was designed to provide a consistent, predictable method for determining returns on small savings schemes, which include instruments such as the Public Provident Fund, Senior Citizen Savings Scheme, and fixed deposits offered through post offices and banks. These schemes have long been considered safe investment vehicles for retail depositors, particularly pensioners and conservative investors.

The preponderance of quarters where actual rates surpassed formula calculations suggests policymakers have chosen to maintain more attractive returns than the mechanical formula would dictate. This practice reflects efforts to support retail savings mobilisation and manage liquidity in smaller denomination investment products.

The divergence raises important questions about the sustainability and predictability of small savings rates going forward. While higher rates benefit current depositors, the deviation from established rules may complicate expectations for future rate trajectories and could impact government resource planning, particularly as these schemes compete with market-linked instruments for investor attention.

Analysts suggest the persistent mismatch warrants review of the existing formula methodology to ensure it remains aligned with policy objectives while maintaining transparency in rate-setting decisions.
