SME Forum urges RBI to suspend EDF filings for service exporters

The India SME Forum has formally approached the Reserve Bank of India seeking temporary suspension of recurring Electronic Data Filing (EDF) submissions from micro and small service exporters for a 90-day period.

The industry body argues that the current EDF filing mechanism places an undue compliance burden on smaller players in the services export sector. The request aims to provide breathing room while authorities develop a simplified and more appropriate filing framework tailored to the operational realities of micro and small enterprises.

Service exporters, particularly those operating at smaller scales, have reported difficulties in meeting the existing EDF requirements, which were primarily designed with larger entities in mind. The complexity of compliance procedures has prompted the SME sector to seek regulatory relief that would not compromise on oversight while reducing administrative overhead.

The 90-day reprieve, if granted, would allow stakeholders and regulators to collaborate on designing a more accessible compliance mechanism. The proposed new framework is expected to maintain necessary data collection and reporting standards while reducing procedural friction for smaller service exporters.

The RBI's response to this request is being closely watched by the small business community, as it could set a precedent for more sector-specific regulatory flexibility in export-related compliance procedures.
