South China Sea: US warship at Sabina, standoff at Pratas

Hours apart on Tuesday, China says a US warship entered waters around Sabina Shoal without permission, and a Chinese coast guard ship with its tracking system off pushed into Taiwan's restricted waters at Pratas. Is Beijing testing everyone at once, or is Washington finally pushing back, weeks before the ASEAN Summit in Manila?

South China Sea: US warship at Sabina, standoff at Pratas

Two incidents, one sea, a few hours apart. Before dawn on Tuesday, China says, an American warship entered waters around Sabina Shoal without permission. By around eight in the morning, a Chinese coast guard ship with its tracking system switched off was inside Taiwan's restricted waters at the Pratas Islands, radioing that "the so-called Republic of China does not exist". Is Beijing testing everyone at once, or is Washington finally pushing back? The South China Sea now has two fronts, and both matter for Southeast Asia before next month's summits.

A US warship at Sabina Shoal

China's Southern Theatre Command said the littoral combat ship USS Charleston "illegally intruded" into waters next to Sabina Shoal in the Spratly Islands. Navy spokesman Yin Gang said Chinese forces tracked the ship, and that the United States should "immediately cease such activities". The US Navy did not immediately comment. Reuters notes its last known freedom of navigation operation in the South China Sea was more than a year ago.

Manila answered first. Rear Admiral Roy Vincent Trinidad, the Philippine military's spokesman for the West Philippine Sea, said the Charleston "did not trespass into Chinese territory", and that no nation can demand prior permission for lawful transit through international waters. He cited the 2016 arbitral ruling, which rejected the legal basis of Beijing's sweeping claims.

Sabina Shoal is not a random rock. On 18 September, a Chinese coast guard ship rammed a Philippine fisheries vessel delivering fuel to Filipino fishermen near the shoal, according to the Philippine Coast Guard. China blamed the Philippine side. And on Monday, Manila summoned China's ambassador, Jing Quan, after he said that if China wanted to use force, it "may easily win", before adding, "we love peace". The foreign secretary called his remarks provocative and unacceptable. So an American warship at this shoal, this week, is a signal.

A standoff at Pratas

The second front is Pratas, a lightly defended atoll held by Taiwan, more than 400 kilometres from the main island and guarded by its coast guard, not its military. Taiwan's coast guard says China Coast Guard ship 3102 entered restricted waters on Tuesday with its identification system off. The patrol ship Taichung shadowed it and replied that the Republic of China, Taiwan, is a sovereign and independent country. Taipei says it has expelled Chinese coast guard ships from Pratas waters 12 times this year. Beijing warned last week that Taipei must bear all consequences for turning a water cannon on a Chinese fishing boat there.

The reaction was blunt. In Taipei on Tuesday, Randall Schriver, who chairs a review commission appointed by the US Congress, called persistent Chinese coast guard patrols east of Taiwan "highly destabilising". China's foreign ministry says those waters are Chinese. Later on Tuesday, Taiwan reported another Chinese combat readiness patrol of 27 aircraft, including H-6 bombers.

Southeast Asia left holding the line

The bigger picture is regional. Brunei, Malaysia, the Philippines, Taiwan and Vietnam all have claims overlapping Beijing's. ASEAN and China are still negotiating a code of conduct, more than 24 years after a non-binding declaration. President Ferdinand Marcos, this year's ASEAN chair, says progress is good, but admits even the definitions of ordinary words have become bones of contention. The calendar is tight: the ASEAN Summit in Manila, with Donald Trump confirmed, opens on 16 November, followed by APEC in Shenzhen.

The Unfiltered verdict: under the law of the sea, as Manila argues, this transit needed no one's permission. But one patrol after a gap of more than a year is a gesture, not a strategy, and Washington's message is mixed: a warship at Sabina, while a $14 billion Taiwan arms package still waits for Trump's approval. What changes facts on the water is the coast guard, the fishing fleet and the research ship, day after day, below the threshold of war.

The fair read: Beijing is winning the grey zone, Washington is answering with occasional signals, and Southeast Asia is left holding the line. A code of conduct that cannot stop a ramming is not worth signing.

What to watch: whether the US Navy confirms the Charleston's mission, how the Pratas standoff ends, and whether the Manila summit delivers a binding code or another statement. Is the South China Sea governed by law, or by coast guards?
