Sri Lanka's cabinet has endorsed a performance-based framework governing collective wage agreements for state-owned enterprise (SOE) workers, marking a significant shift in public sector employment practices. The new system establishes clear linkages between employee compensation and organizational performance targets, seeking to enhance productivity across government-controlled businesses.

Under the framework, salary increments and other benefits for SOE staff will be contingent upon meeting predetermined performance indicators. This approach represents a departure from traditional seniority-based compensation models that have historically dominated state enterprise employment arrangements.

The policy is expected to strengthen financial discipline within state-owned enterprises while creating incentive structures that reward efficiency and results. By tying remuneration to measurable outcomes, the government aims to improve the operational performance of SOEs and reduce fiscal pressures associated with public sector employment.

The framework applies across the spectrum of state-owned enterprises and establishes standardized criteria for performance assessment. Officials have indicated that the system will be implemented progressively, with additional guidelines to be issued for effective administration and monitoring of the new arrangements.
