Sri Lanka Approves New Telecom Monitoring Systems with ADB Support

Sri Lanka's Cabinet has approved the establishment of spectrum management and monitoring capabilities for the Telecommunications Regulatory Commission of Sri Lanka (TRCSL) as part of a broader digital transformation initiative. The decision was taken at the Cabinet meeting on October 21, 2025, clearing the way for collaboration between the Ministry of Digital Economy and the Department of External Resources with the Asian Development Bank as the international development partner.

The project, formally titled the Digital Transformation Development Project, will introduce two key systems for the telecommunications regulator. The first is a sophisticated spectrum management and monitoring system designed to optimize the allocation and use of radio frequencies in Sri Lanka. The second is a quality of service and quality of experience system intended to enhance consumer protection and service standards across the telecom sector.

The TRCSL has been designated as the main implementing agency for this initiative, positioning the regulator to lead the technical deployment and operational management of both systems. These tools are expected to strengthen regulatory oversight of Sri Lanka's telecommunications industry and improve the quality of services available to consumers across the country.

The Asian Development Bank partnership underscores the regional focus on digital infrastructure development, with the project expected to contribute to Sri Lanka's broader digital economy objectives. Implementation details and timelines for the system rollout are anticipated to be finalized through further coordination between the implementing agencies and the ADB.
