Sri Lanka Port City scales back plans as $1.12bn funding secured

Developers of Sri Lanka's ambitious Colombo Port City have removed a hospital and casino from the project's original masterplan as the venture secures $1.12 billion in financing, marking a significant pivot in the Special Economic Zone's strategic direction.

The decision to eliminate these facilities represents a narrowing of scope for the $1.4 billion project, which aims to transform a reclaimed 269-hectare plot of land into a modern financial and commercial hub in the Western Province. The revised plan will focus on core commercial, residential and office infrastructure rather than hospitality and healthcare components.

With the funding milestone achieved, project authorities are prioritising development phases that align more closely with Sri Lanka's financial services ambitions and regional positioning. The Port City, established as a Special Economic Zone with distinct regulatory frameworks, continues to attract investment interest despite macroeconomic headwinds facing the island nation.

The facility is expected to contribute significantly to government revenue and employment once fully operational, with multiple phases of development planned over the coming years. Officials have indicated that the revised masterplan will proceed with phased implementation of commercial zones and residential areas.
