Sri Lanka postpones music licensing system for commercial events

The Association of Creators and Publishers of Sri Lanka (ACPOSL) announced Wednesday that implementation of a proposed licensing system for commercial music use has been postponed indefinitely. The scheme was intended to regulate the use of musical works at events and functions while ensuring creators receive appropriate compensation.

Under the proposed framework, venues and event organisers would have required licensing to legally use copyrighted music at commercial gatherings. The measure aimed to establish a formal mechanism through which composers, lyricists and publishers could collect royalties for their intellectual property.

ACPOSL President Nilar said the decision to suspend the initiative reflects the need for more extensive stakeholder engagement before implementation. The association indicated it would continue discussions with relevant parties to address concerns and refine the proposal.

The licensing system has faced scrutiny from event organisers and hospitality businesses concerned about operational and financial implications. By deferring the launch, ACPOSL has signalled willingness to seek broader consensus on the framework's design and enforcement mechanisms before moving forward with the initiative.
