Sri Lanka removes 1.39 million from welfare scheme under stricter criteria

Sri Lanka's welfare administration has initiated a major beneficiary purge affecting the Aswesuma programme, removing 1,391,830 recipients under newly tightened eligibility standards. The policy shift, formalized through Government Gazette No. 2497/03 dated December 15, 2025, marks a significant recalibration of the nation's social safety net.

Under the revised framework, only households falling within the "Extremely Poor" and "Poor" income categories will retain access to Aswesuma financial assistance going forward. The Welfare Benefits Board implemented the revised selection methodology to concentrate resources on the most vulnerable segments of Sri Lanka's population.

The removal of such a substantial portion of the beneficiary base reflects a broader shift toward means-tested welfare delivery in Sri Lanka. Officials have not disclosed immediate details regarding transition arrangements for affected households or alternative support mechanisms.

The policy adjustment comes amid ongoing efforts by the government to restructure social protection programmes amid fiscal constraints. Authorities have emphasized that the revised targeting approach will enhance programme sustainability while ensuring assistance reaches those with greatest need.
