Sri Lanka's tax challenge: finding wealth before taxing it
While developed nations debate progressive taxation, Sri Lanka faces a more fundamental challenge—identifying and documenting the country's wealthy population to establish an effective tax base.

Public opinion surveys in developed economies frequently reveal strong support for higher taxation of wealthy citizens. A recent New Zealand poll demonstrated that 62 percent of respondents favour increased taxes on higher earners, with support cutting across income brackets. However, Sri Lanka confronts a distinctly different policy landscape where such taxation debates remain largely academic.
The core issue facing Sri Lankan policymakers is not ideological opposition to wealth taxation, but rather the practical inability to identify and track high-net-worth individuals across the economy. Informal economic sectors, unreported income streams, and limited tax administration infrastructure create significant gaps in the nation's tax base documentation.
Without comprehensive data on wealth distribution and income sources, any progressive taxation framework remains difficult to implement effectively. Tax authorities require reliable mechanisms to identify eligible taxpayers, assess their financial positions accurately, and monitor compliance—foundational elements that must precede meaningful wealth taxation policy.
Building these institutional and administrative capacities represents a prerequisite for Sri Lanka before engaging in the broader taxation debates that preoccupy wealthier nations. Until the state can adequately identify and document its high-earning and wealthy populations, discussions about progressive taxation rates remain premature.
The challenge thus extends beyond political will to fundamental questions of state capacity and economic documentation. Strengthening tax administration, expanding financial transparency requirements, and improving data collection systems must form the foundation for any future wealth taxation regime in Sri Lanka.
