Starlink's India Entry Delayed as Security Clearance Remains Pending

While Reliance Jio, Airtel-backed OneWeb, and Elon Musk's Starlink hold satellite communication licences, all three operators await government approvals on spectrum pricing and security protocols before commencing commercial services.

Three satellite broadband operators have secured licences to offer communication services in India, but none can launch commercial operations until the government resolves critical regulatory hurdles, according to government sources.

Reliance Industries' Jio, Airtel's OneWeb partnership, and Starlink have all obtained the necessary satellite-based communication permits. However, the rollout timeline depends on two outstanding issues: finalisation of spectrum pricing mechanisms and completion of security clearance procedures.

Among the three players, Starlink filed its application latest, placing it behind competitors in the approval queue. The pending security clearance represents a significant procedural step before the company can begin offering broadband services to Indian consumers and enterprises.

Government officials have not announced a timeline for resolving either the spectrum pricing framework or completing security assessments for all applicants. The delays underscore India's cautious approach to regulating foreign-backed satellite internet ventures, balancing commercial expansion with national security considerations.

Once approvals are granted, the satellite broadband sector could reshape India's digital connectivity landscape, particularly in underserved rural and remote regions where terrestrial infrastructure remains limited.
