Stricter bill of lading checks crucial to prevent revenue leakage
Enhanced scrutiny of shipping documentation requirements represents a significant step by Malaysian customs authorities to combat trade-based revenue losses, according to an academic expert.

Strengthening verification procedures for bills of lading is essential to plug illicit trade flows and protect government revenue, a university researcher has said. Madzli Harun noted that the Royal Malaysian Customs Department has taken an important measure by mandating complete and accurate bill of lading information from traders and freight forwarders. The move addresses vulnerabilities in the import-export documentation chain that sophisticated operators have exploited to undervalue shipments and evade duties. Accurate bill of lading data serves as a critical control point, allowing customs officials to cross-reference shipping details against actual cargo values and detect discrepancies that may indicate underinvoicing or misclassification schemes. By tightening documentation requirements at this foundational stage, customs authorities can improve compliance and reduce the revenue leakage that results from fraudulent trade practices, Harun said.
