Supreme Court applies OBC creamy layer ruling to 2025 civil service exams

The Supreme Court has clarified the scope of its March 11 judgment on OBC creamy layer criteria, confirming it will extend to the 2025 Civil Services Examination (CSE) and other pending matters before recruitment bodies. The clarification addresses concerns about the applicability of the ruling across different stages of the appointment process.

In its landmark judgment, the apex court had addressed the definition and application of creamy layer exclusions within the Other Backward Classes (OBC) category. The ruling established updated parameters for determining which OBC candidates qualify as part of the creamy layer and hence ineligible for reserved vacancies.

The court's clarification stipulates that while the March 11 judgment will govern the 2025 CSE cycle and cases still pending decision, it will not have retrospective effect on appointments already finalized. This distinction seeks to balance the principles established in the judgment with administrative stability and the rights of candidates already selected under previous criteria.

The clarification is expected to guide the Union Public Service Commission (UPSC) and other recruitment bodies in implementing the new creamy layer parameters for the upcoming examination cycle. The 2025 CSE, one of India's most competitive examinations, is anticipated to be affected by the revised criteria when candidate eligibility is determined.
