Supreme Court clarifies stay scope in Noida DM Roopam case

The clarification makes explicit that the stay covers the High Court's strictures against the DM and its directions regarding compensation, but does not apply to the High Court's separate order that quashed the National Security Act detention of Akriti Chaudhary.

The distinction is significant as it separates two different aspects of the High Court's judgment. While the stay protects the administration from the implementation of the High Court's critical observations and compensation directives, it does not interfere with the substantive finding regarding the quashing of Chaudhary's NSA detention.

This clarification follows the Supreme Court's earlier order staying certain portions of the High Court's judgment pending hearing on the merits. The revised order reflects the apex court's intent to maintain the status quo on specific issues while allowing other parts of the judgment to proceed.
