Supreme Court seeks Centre's view on EVM totaliser mechanism for vote counting

The Supreme Court has directed the Union government to submit its views on introducing totaliser mechanisms in electronic voting machines (EVMs) used across India's elections. The totaliser is a technical safeguard designed to aggregate votes from multiple polling booths before displaying final results, preventing candidates and political parties from obtaining constituency-wise or booth-level voting patterns.

Currently, election officials tally votes by booth, which allows stakeholders to map voting behaviour across different geographical areas and demographic segments. Proponents of the totaliser system argue this granular data can be exploited to identify which communities voted for which candidates, potentially enabling targeted harassment or inducements.

The mechanism would consolidate votes from several booths into a single unit before counting, effectively anonymising the voting pattern of individual polling stations. This approach seeks to maintain the secrecy of the ballot while providing candidates and election observers with aggregate results at larger administrative levels.

The Centre's response will be crucial in determining whether such a system can be implemented within existing EVM infrastructure and election protocols. Election officials have previously raised concerns about operational feasibility, though technology experts have suggested the modification is technically achievable with appropriate software updates.

The Supreme Court's intervention reflects ongoing deliberations about balancing electoral transparency with voter protection, an issue that has gained prominence as India's elections have become increasingly competitive and data-driven.
