The Sangguniang Panglalawigan of Surigao del Sur announced plans to hear public testimony on a measure that would prohibit explicit performances inside cockfighting venues throughout the province. The announcement, made via notice dated October 14, 2026, comes in response to widespread public criticism following the emergence of a video documenting performances by inadequately clothed women at a gallera in Cantilan.
The proposed provincial ordinance aims to address community concerns over the conduct of lewd entertainment activities at cockpit facilities, which have traditionally served as venues for the popular cockfighting sport. Local officials indicated that the measure represents an effort to maintain acceptable standards of conduct at these establishments and protect public sensibilities.
The scheduled public hearing will provide residents, business operators, and stakeholders an opportunity to present their views on the proposed regulations. The measure reflects growing efforts by local government units in Mindanao to establish clearer guidelines governing entertainment activities in public or semi-public venues.
Surigao del Sur joins other Philippine provinces in grappling with questions about appropriate regulation of activities at cockfighting arenas, balancing cultural traditions surrounding the sport with contemporary standards regarding public conduct and decency.
