Thailand expands baggage inspection authority at airports

The Civil Aviation Authority of Thailand (CAAT) has issued updated guidelines granting security personnel expanded authority to conduct baggage inspections at airports, even when passengers are not present during the process.

Under the new procedures effective from October 16, if X-ray screening or other detection methods raise suspicions that checked baggage may contain prohibited items, authorized airport security staff are empowered to open and physically inspect the contents. Previously, such inspections typically required passenger presence or notification.

The measure aims to enhance security screening efficiency and strengthen detection capabilities for dangerous or restricted materials that may pose risks to aircraft and passengers. CAAT officials have emphasized that the procedures comply with international aviation security standards while streamlining the inspection process.

The guideline clarification comes as Thailand continues modernizing its airport operations. The country has simultaneously advanced immigration procedures through a new mobile application and is exploring additional revenue sources, including a potential tourism fee, to fund infrastructure and service improvements across the aviation sector.
