MANILA – Concerns about government budget transparency have surfaced in Congress, with ACT Teachers party-list Representative Antonio Tinio questioning the unusually high proportion of secret funds in the Office of the President's proposed allocation for the coming year.
Tinio highlighted that approximately half of the OP's P10.1 billion budget request falls under classified expenditures, an amount he contended warranted greater scrutiny and justification. The lawmaker's inquiries about the necessity and scope of such undisclosed allocations were left largely unanswered as the House Appropriations Committee moved to expedite deliberations.
The committee voted 37-5 to curtail debate and advance the OP's budget proposal, effectively cutting short the opportunity for comprehensive questioning regarding the composition and justification of the secret fund allocations. The swift passage underscored broader legislative concerns about the balance between executive confidentiality needs and public accountability requirements.
The development renewed discussions about budget transparency standards and the mechanisms through which lawmakers can exercise oversight of presidential spending, particularly regarding funds earmarked for classified operations.
