TRAI opens door to new satellite operators with D2D connectivity framework
India's telecom regulator has proposed a new category of satellite network service providers and unveiled spectrum rules to enable direct-to-device connectivity on mobile phones, marking a significant shift in the country's satellite communications landscape.

The Telecom Regulatory Authority of India (TRAI) has introduced a fresh business-to-business authorisation framework for satellite network operators, creating a dedicated pathway for entities seeking to deliver satellite-based connectivity services in the country. The move represents a strategic effort to expand India's satellite communication capabilities beyond traditional operators.
Under the new framework, TRAI has recommended specific spectrum allocation rules tailored to facilitate direct-to-device (D2D) connectivity on mobile handsets. This technology enables satellite signals to reach consumer devices without requiring ground-based infrastructure, potentially extending connectivity to remote and underserved areas across the country.
The proposed category is designed to operate on a business-to-business model, allowing satellite network service providers to offer connectivity solutions to licensed telecom operators and other authorized entities. This structure aims to leverage satellite technology while maintaining regulatory oversight through India's existing telecom licensing framework.
The recommendations come as global interest in satellite-based communication intensifies, with multiple operators pursuing licences to provide services in India. By establishing clear regulatory guidelines and spectrum norms, TRAI is positioning India to harness satellite technology for bridging digital divides and enhancing connectivity in areas where terrestrial networks face deployment challenges.
