Transport groups push LGUs to halt NCAP rollout pending court ruling

MANILA — Transport industry leaders have urged local authorities across Metro Manila to delay the reimplementation of the Non-Contact Apprehension Policy (NCAP) while a crucial legal challenge remains unresolved. Leaders from the transport sector, representing major associations including ALTODAP, Pasang Masda, and ACTO, made the plea as their motion for reconsideration continues to be deliberated by the Supreme Court. The groups argue that moving forward with NCAP enforcement across the six cities and municipalities would be premature given the pending court motion.

The Non-Contact Apprehension Policy allows traffic enforcers to issue citations to vehicle owners based on photographic or video evidence of traffic violations, without direct apprehension of the driver. Transport operators have raised concerns about the policy's implementation and its impact on public transport services.

The transport groups contend that local government units should await the Supreme Court's ruling on their motion before proceeding with NCAP rollout.
