Trump nominates combat veteran Hung Cao as permanent Navy Secretary
President Donald Trump has announced his intention to nominate Hung Cao, the acting Navy Secretary, for the permanent position. The move comes as the Navy faces mounting operational pressures amid heightened regional tensions.

Trump said on Tuesday that he is nominating Cao for the permanent role, marking a significant appointment within the Defence Department. Cao has been serving as acting Navy Secretary since John Phelan's unexpected departure in late April.
Unlike his predecessor, Cao brings extensive military credentials to the role. He served 25 years in the Navy as a special operations officer, including deployments with SEAL teams and special forces units in Iraq and Afghanistan. "I am pleased to nominate a true WARRIOR," Trump stated on social media, urging the Senate to "confirm this Warfighter, ASAP."
Cao acknowledged the nomination through social media, describing it as "the honour of a lifetime to lead the great warriors of the Navy and Marine Corps team." His military background contrasts sharply with Phelan, who had no prior military service or civilian leadership experience within the Defence establishment.
The nomination arrives amid concerns from various quarters, including Democratic lawmakers in Congress, about operational strain on naval forces. Some observers have raised questions about whether current Navy deployments and commitments are sustainable given available resources and personnel capacity.
